BOARD OF TRUSTEES MEETING
MINUTES AND ORDER OF BUSINESS

July 29, 2015 in the Public Library Memorial Room.

Present:

Elected Officers – Mayor Ronald A. Frohne II, Trustee Robin Moshier, Trustee Frances Hazelton, Trustee Warren Leonard, and Trustee Donna Bordinger.

Appointed Officers – Dayle A. Barra, Clerk & Harriett Geywits, Deputy Clerk/Treasurer.

Meeting called to order at 6:00pm by Mayor Frohne, followed by the Pledge of Allegiance

Property Maintenance Hearing:

Motion to declare the following properties, as reported by ZEO, a public nuisance and authorize remediation pursuant to Property Maintenance Code § 207-9 of Village Code by Trustee Leonard, 2nd by Trustee Bordinger. Trustees Moshier, Hazelton, Leonard, Bordinger and Mayor Frohne voted yes.

Lamont Engineers Principal Engineer, Michael Harington, presented plan options and schematics for the Bloomfield Fountain Rehabilitation project along with potential funding information. Mr. Harrington also discussed initiating application for Canadarago Lake Sewer Study Engineering Planning Grant Approval.

Bloomfield Memorial Fountain Rehabilitation Grant Application Approval

Whereas the Board of Trustees of the Village of Richfield Springs plans to undertake the Bloomfield Memorial Fountain Rehabilitation (hereinafter called ‘the Project’) to restore the fountain to its original beauty and function; and

Whereas the Board of Trustees fully supports the project and intends to submit an application through the New York State Consolidated Funding Application (CFA) for the  Office of Parks, Recreation & Historic Preservation – Environmental Protection Fund Municipal Grant Program for funding assistance for the Project; and

Whereas, the Board of Trustees has hired Lamont Engineers to perform the necessary design work;  

NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Richfield Springs hereby authorizes Lamont Engineers to prepare and submit an application to the Office of Parks, Recreation & Historic Preservation – Environmental Protection Fund Municipal Grant Program for funding assistance for the Bloomfield Memorial Fountain Rehabilitation. 

Motion to adopt Resolution by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

Canadarago Lake Sewer Study Engineering Planning Grant Approval

Whereas the Board of Trustees of the Village of Richfield Springs plans to undertake an  Engineering Planning Study (hereinafter called ‘the Study’) to evaluate the feasibility of extending sanitary sewers to Canadarago Lake; and

Whereas the Board of Trustees fully supports the study and intends to submit an application through the New York State Consolidated Funding Application (CFA) for the NYSDEC/NYSEFC Wastewater Engineering Planning Grant program for funding assistance for the Study; and

Whereas, the Board of Trustees intends to hire Lamont Engineers to complete the funding application and study; 

NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Richfield Springs hereby authorizes Lamont Engineers to prepare and submit an application to the NYSDEC/NYSEFC Wastewater Engineering Planning Grant program for funding assistance for the Canadarago Lake Sewer Study.

Motion to adopt Resolution by Trustee Leonard, 2nd by Trustee Moshier – all voted yes.

DPW Superintendent Bill Collins updated Board on work performed since last meeting. Motion to approve Little Falls Carpet quote of $3450 for Gazebo repairs as outlined by Trustee Leonard, 2nd by Trustee Bordinger – all voted yes.

Fire Chief Hallock advised the Board to consider raising Town of Exeter Fire Contract next year as no assistance has been provided by them. Chief Hallock also furnished the Board with information on an accident claim payout he would like addressed.

Motion to approve NY Rural Water training class for Chris Butler on 11/17/15 and both Chris Butler & Doug Bordinger on 9/23/15 by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes.

Motion to authorize payroll deductions for Bill Collins, Chris Butler, and Ajay Vantassal on an Aflac Supplemental Insurance policy and, no fees to be paid by the village, by Trustee Leonard, 2nd by Trustee Bordinger – all voted yes.

Motion to approve minutes from 7/14/2015 by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

Deputy Clerk/Treasurer – Harriett Geywits

  • Cemetery letter received from a resident complementing Lakeview Cemetery Sexton, Bryan Coones, and job on maintaining beautiful grounds. Resident also placed a local ad of the same.
  • Profit & Loss and Balance sheets distributed.

 Clerk – Dayle Barra 

  • Abstract #04 Funds: General $9644.91, Water $1942.41, Sewer $2528.97, Cemetery $35.96, Trust & Agency $103.30; total: $14,255.60. Motion to approve Abstract #04 by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes.
  • Motion to approve CDPHP health care renewal for ‘Copay Option 1’ as outlined in 2015 Estimated Renewal chart by Trustee Moshier, 2nd by Trustee Leonard – all voted yes except Trustee Bordinger, who recused herself.
  • Motion to approve Nondisclosure Agreement to allow Computel to review Verizon gross receipts audit by Trustee Moshier, 2nd by Trustee Leonard – all voted yes.
  • Motion to approve adding two more picnic tables to Spring Park pavilion up to $700 by Trustee Bordinger, 2nd by Trustee Hazelton – all voted yes.
  • Citizens Campaign for the Environment will conduct their annual house-to-house canvass next month and complete documentation is on file in the Village Office.
  • Williamson Law Book Company was contacted by Treasurer to report a system flaw. Tech support did not return her call. This is the third occasion whereby support was unable to help, despite the $847.00 annual support fee Contract in place.

specifications filed in office by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes.

Motion to approve following transfers by Trustee Moshier, 2nd by Trustee Bordinger – all voted yes.

RESOLUTION FOR PROPOSED LOCAL LAW 2-2015

WHEREAS, the Board introduced proposed Local Law 2-2015 entitled: “A Local Law Amending Chapter 275, Entitled ‘Zoning’ of the Code of the Village of Richfield Springs Repealing and Amending certain provisions thereof in the Business District; and

THEREFORE, BE IT RESOLVED, this Resolution does hereby introduce the proposed local law entitled: “A Local Law Amending Chapter 275, Entitled “A Local Law Amending Chapter 275, 

Entitled ‘Zoning’ of the Code of the Village of Richfield Springs Repealing and Amending Certain Provisions thereof in the Business District.”

RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF RICHFIELD SPRINGS, OTSEGO COUNTY, NEW YORK, MAKING A DETERMINATION UNDER THE NEW YORK STATE ENVIRONMENTAL QUALITY REVIEW ACT (SEQRA) DESIGNATING THE MEMBERS OF SAID BOARD AS LEAD AGENCY FOR SEQRA REVIEW OF THE PROPOSED LOCAL LAW 2-2015, AS ABOVE, AND DECLARING THE PROJECT A TYPE 1 ACTION UNDER SEQRA

BE IT RESOLVED, in compliance with the State Environmental Quality Review Act (SEQRA), the Board of Trustees of the Village of Richfield Springs does hereby assume Lead Agency Status and does classify the action a TYPE 1 Action pursuant to 6 NYCRR 617.7. 

Motion to adopt resolution by Trustee Leonard, 2nd by Trustee Hazelton – all voted yes.

Motion to authorize advertisement in The Daily Star and The Pennysaver for August 26th Public Hearing on Proposed Local Law 2-2015 by Trustee Leonard, 2nd by Trustee Hazelton – all voted yes.

Motion to adjourn meeting at 8:31pm by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.
