BOARD OF TRUSTEES MEETING
MINUTES AND ORDER OF BUSINESS
September 30, 2015 in the Public Library Memorial Room.
Elected Officers – Mayor Ronald A. Frohne II, Trustee Robin Moshier, Trustee Frances Hazelton, Trustee Warren Leonard.
Appointed Officers – Harriett Geywits, Deputy Clerk/Treasurer
Meeting called to order at 6:00 pm by Mayor Frohne, Followed by the Pledge of Allegiance.
Property Maintenance: All remedy notices due by September 30th have been complied with. All other notices are to be considered at the October 13th meeting.
Fire Chief Hallock: Will compile information as to the number of ambulance calls and costs involved in servicing the Schuyler Lake district. The possibility of increasing their contract for next year by more than 2% should be considered because of the increase in service to that area.
Quotes for new roofing on the back section of the firehouse were discussed. Motion by Trustee Leonard, seconded by Trustee Moshier that the quote of $8.800.00 from Graves Enterprises be accepted with the provision that it extra time/materials were found needed to replace any of the original roof structure, cost of doing so is not to exceed 10% of the total quote. All were in favor.
Bids: Sealed bids for Street Paving were opened from Ocauto Blacktop & Paving @ $43,802.25; Barrett Paving @ $41,171.00 and Hanson Aggregates @ $30,515.00. After discussion, no bids were accepted at this time because of additional work that needs to be done on Cary Park Road before paving of the upper section can be done.
Water Treatment Plant Operator Doug Bordinger requested permission for use of Potassium Permanganate in the water system as suggested by the DOH. There were no objections to beginning this process from the Board. Motion by Trustee Moshier, seconded by Trustee Leonard to approve the addition of Potassium Permanganate to the water system. All in favor.
Request was made for purchase of one Seametrics Electromag Flowmeter at the cost of $2315.50. Motion made by Trustee Leonard, seconded by Trustee Hazelton to make this purchase. All were in favor.
On motion by Trustee Leonard, seconded by Trustee Moshier, specifications for a raw water pump are to be put out to bid with deadline for bids to be received October 27th. All were in favor.
Discussion was held on Allen’s Lake safety needs and possibilities of logging in that area.
Flushing hydrants will take place within the next two weeks.
Department of Public Works Superintendent Bill Collins discussed the problems on Cary Park Road; the need of a new storm drain on Manley Street; the deterioration of sections of the brick sidewalk; he will check with the State DOT on the curb grates that have also deteriorated.
Guest: Tracey Reese discussed with the Board and Superintendent Collins what needs to be done to repair the DAR fountain including the base, stairs and railings on each side. He assured the Board that he is very willing to do this specialize4d project but his work load is such that it wouldn’t be feasible until spring. The Board was aggregable to this and looks forward to receiving his revised quote.
Proposed Local Law 2-2015: Motion made by Trustee Hazelton, seconded by Trustee Leonard to adopt Local Law 2-2015. All were in favor.
Motion by Trustee Hazelton, seconded by Trustee Leonard to approve Board Meeeting Minutes from 9/8/2015. All were in favor.
Approvals of Transfers: Motion by Trustee Moshier, seconded by Trustee Hazelton to do a Budget Amendment out of the unallocated fund balance for the transfer of $8850.00 to A5130.2 Equipment Capital Expense. All were in favor.
Motion by Trustee Leonard, seconded by Trustee Moshier for the transfer of $128.00 from A7110.4 Parks Contractual to A7270.4 Band Concert. All were in favor.
After discussion, Motion made by Trustee Leonard, seconded by Trustee Hazelton that the transfer of $5000 from A201 to NYS Barracks Repair Reserve should wait until the end of the year. All were in favor.
Fire Contracts: Motion by Trustee Hazelton, seconded by Trustee Leonard that a 2% increase in the fire contracts should be made for the Town of Richfield and the Town of Warren. All were in favor.
Mayor Frohne will contact the Town of Otsego who provides Schuyler Lake Fire Department funding to verify the apportionment for ambulance service.
Cemetery: Following discussion it was decided that Veteran’s Markers that did not require any additional footing, would be placed at no-charge. If a poured base is requested, there will be a charge of $50 for labor and materials.
The contract for the interior Library painting has been given to Otsego Pro Painting for the amount of $8,700.00. Work will begin in late October or early November with a completion time of 3-4 weeks.
Motion by Trustee Moshier, seconded by Trustee Leonard to approve Abstract #08. All were in favor.
Notice received by the Village that the school will be having a bonfire on October 2nd. The fire department will use this as a controlled burn drill.
There were no objections from the Board to holding Trick or Treat night on October 31st from 6-8 p.m.
It was noted with thanks, that the Village has received a check in the amount of $300 from the Chamber of Commerce to be used for future maintenance requirements of the bandstand.
A letter was read requesting permission to show support for Law Enforcement Officers by hanging blue ribbons on the trees in Spring Park and other places in the village. Ribbons would be promptly removed after the event. There was no objection.
Trustee Hazelton volunteered to do an audit as required by law of the Justice Court Records. She will contact the Court office to arrange for this.
The amount of funding provided by the Town of Richfield to the Library was discussed. The Library Board is to make their recommendations following their October 5th meeting.
Trustee Moshier: questioned whether there had been any response to the letter sent by the Mayor to Mostert regarding audit issues. No response has been received at this time.
Motion by Trustee Moshier, seconded by Trustee Leonard that an ad be placed advising of winter maintenance procedures. All were in favor.
Motion by Trustee Leonard, seconded by Trustee Moshier to commence Executive Session for the purpose of discussing personnel performance at 8:10 pm. All in favor.
Motion to conclude Executive Session at 8:45pm by Trustee Leonard, seconded by Trustee Moshier. All in favor.
Motion to adjourn meeting at 8:45 by Trustee Leonard, seconded by Trustee Moshier. All in favor.
