VILLAGE OF RICHFIELD SPRINGS BOARD OF TRUSTEES
MEETING MINUTES AND ORDER OF BUSINESS

November 13, 2018 in the Public Library Memorial Room.

Present: Elected Officers Mayor Robin Moshier, Trustees Kevin Putnam, Barbara Wahl-Shypski
& Lucas VanRiper. Not present: Trustee Peyton Carter.

Appointed Officers Clerk Dayle A. Barra and Deputy Treasurer Harriett Geywits

Also Present: Members of the public

Mayor Moshier welcomed attendees and commenced meeting at 7:02pm followed by The Pledge of Allegiance.

Library Board wrote a letter to Village Board of Trustees regarding Memorial Room use, which was distributed to each member.

Motion to approve Sexual Harassment Prevention Policy, as written by New York State module, by Trustee Wahl-Shypski, 2nd by Trustee VanRiper – all voted yes.

(Trustee Putnam arrived at this time.)

Motion to approve Investment and Procurement Financial Policies, as revised 10/5/2018 & by Local Law 1-2018, respectively, by Trustee VanRiper, 2nd by Trustee Wahl-Shypski – all voted yes.

Motion to approve meeting minutes from 10/30 by Trustee VanRiper, 2nd by Trustee Putnam – all voted yes.

RESOLUTION #15
AUTHORIZING VILLAGE TAX COLLECTOR TO RETURN UNPAID 2018-2019 PROPERTY TAXES TO OTSEGO COUNTY TREASURERS OFFICE

WHEREAS, Article 14, §1436, Paragraph 2 of Real Property Tax Law authorizes village tax collectors to return to its respective County Treasurer a listing of unpaid taxes for enforcement; and

WHEREAS, the Village of Richfield Springs 2018-2019 property tax collection totaled $524,501.11, with an adjusted warrant amount totaling $568,718.40, leaving unpaid property taxes of $47,080.61 consisting of 51 parcels.

BE IT RESOLVED, the village tax collector, in accordance with Real Property Tax Law, is returning to Otsego County Treasurer’s Office the 2018-2019 unpaid Village Tax accounts for further collection with certification of the Board of Trustees and hereby accepted.

Motion to adopt resolution by Trustee Wahl-Shypski, 2nd by Trustee VanRiper. Mayor Moshier and Trustees Wahl-Shypski, VanRiper, and Putnam all voted yes.

Motion to approve Leak Forgiveness for 9 Sylvan Street and 15 Ann Street both selecting option #2 by Trustee Wahl-Shypski, 2nd by Trustee Putnam – all voted yes.

October 2018 Clerk fees totaled$130; check to Village Treasurer for same 11/1.
October 2018 Fire Department report filed.
Property tax collection petty cash was returned to Treasurer 11/6 totaling $200.

Motion to approve MVP contract renewal dated October 15, 2018 by Trustee Putnam, 2nd by Trustee Wahl-Shypski – all voted yes.
